| Project and information management is essential to ensure the quality of humanitarian projects. Many of the weaknesses which have been identified in projects the last decade do not come from a lack of technical knowledge on the part of humanitarian actors but rather because qualitative factors have not been properly taken into account.
Drawing its content from the COMPAS method, the course will cover subjects such as (1) conducting a situation analysis which goes further than a simple needs analysis, (2) designing a project beyond the logical framework, (3) defining objectives and indicators in keeping with all the quality criteria, (4) developing and implementing a system to monitor the project, (5) undestanding the difference between monitoring and evaluation, etc.
The course is organised around a case study which gives participants practical experience of quality management and using the COMPAS method and the Dynamic COMPAS free software (to download it and/or to know more about the COMPAS: http://www.compasqualite.org/en/index/index.php)
This course has been designed for national and international aid workers involved in project management activities like needs assessment, design, monitoring, self-evaluation and evaluation.
At the end of the course all the participants will improve and/or apply project management quality strategies and plannig tools throughout the project cycle, and will be able to use the Dynamic COMPAS free software when planning and managing humanitarian interventions.

| This tutorial is a simple user-friendly guide to the Dynamic COMPAS software. It is now available online.
| The tutorial gives a historical background to quality management in the humanitarian sector. It also includes a step-by-step guide of how to adopt a quality management approach for humanitarian programmes and facilitate reporting processes.

| 2006-11-06 - Presentation of the Quality COMPAS and Dynamic COMPAS in Kabul
| Groupe URD presented the Quality COMPAS and Dynamic COMPAS at a conference held in Kabul, Afghanistan, on 6 December 2006.
| More than 70 participants (local NGOs, international NGOs, donors, Afghan Ministries, etc.) attended the conference on the Quality COMPAS method and the Dynamic COMPAS software.

| 2006-11-05 - Training course "Project monitoring and evaluation, introduction to quality management" for Afghan NGOs
| Groupe URD organised a five-day training course in its Kabul office on 29-31 October and 4-5 November 2006.
| This training course focused on monitorig and evaluation and adopting a quality assurance approach in humanitarian action was organised for the LRRD programme (Linking Relief, Rehabilitation and Development) funded by the European Commission. Five Afghan NGOs (AWC, COAR, CHA, OIPA and ADA) and four ministries were represented (Agriculture, Health, Counter Narcortics and Urban development). The objectives of this training course were 1) to improve understanding of quality issues (looking beyond quality control), differences and links between monitoring and evaluation, to assess participants' own monitoring tools from a quality assurance perspective; 2) to define concrete measures for improving monitoring and evaluation processes; 3) to demonstrate the importance of conducting evaluations during project implementation and analysing the results in order to adopt corrective measures where necessary.

| | 2006-05-18 - Dynamic COMPAS demo at the 2nd Salon national de l'humanitaire, Paris
| Thursday 18 May, Groupe URD presented the Dynamic COMPAS software, a project funded by ECHO Grant Facility 2006, at a conference ‘New technology for the humanitarian sector: Dynamic COMPAS for quality assurance and knowledge management’ during the 2nd Salon national de l’humanitaire at Pontoise. Furthermore, over the three-day exhibition, visitors to Groupe URD’s stand were also able to view a simulation of the Dynamic COMPAS software on a real-life project.

| | | | 2005-12-08 - Dynamic COMPAS presentation at the ECHO Partners Conference, Brussels
| The Dynamic COMPAS was presented to ECHO partners. Over one hundred NGOs visited the Dynamic COMPAS stand where they could observe a simulation of the software that will be distributed to them in June 2006.
| The Dynamic COMPAS will begin its tests in mid-March and ECHO partners are invited to participate in the test process in order to validate software functionalities. The Dynamic COMPAS will be available in English, French and Spanish.

| 2005-10-15 - Groupe URD contributes to the debate on 'Benchmarking global humanitarian response'
| DFID commissioned VALID International to conduct a review on 'Benchmarking global humanitarian response' and Groupe URD was asked to contribute to this debate. This initiative aims to tackle important issues, such as the need to objectivise situations and to evaluate the impact of aid, etc., but is based on a series of postulates or hypotheses that are challenged in this article, including: whether the existence of universal standards allows humanitarian actors to assess a given situation objectively, or evaluate the quality of aid objectively, whether it is possible to establish a link between the quality of aid and the way in which the context is changing, and whether the global humanitarian community share a common responsibility. | 2005-09-01 - Dynamic COMPAS receives funding from ECHO
| The Dynamic COMPAS is the electronic version of the Quality COMPAS method. Groupe URD launches the Dynamic COMPAS project thanks to funding from the Humanitarian Aid Department of the European Commission.
| The Dynamic COMPAS project aims to develop a software for NGOs wishing to adopt a quality assurance approach. The Dynamic COMPAS will also facilitate report writing, data management and project monitoring. ECHO is covering 85% of project costs, i.e. €124,075, under the Grant Facility 2005.

| 2004-06-23 - Launch of the Quality COMPAS
| Given the difficulties involved in implementing a project in highly volatile and complex crisis contexts, it is necessary to develop a quality method which is specifically adapted to humanitarian interventions. The Quality COMPAS is a quality method based on four years of applied research carried out by Groupe URD, in conjunction with NGO partners. It is also integrated into Coordination Sud’s Synergie Qualité project. The Quality COMPAS was officially launched on 23 June 2005 at the Centre des Conférences International, 19 Avenue Kléber, 75016 Paris.
